I've had this happen to me a couple times after viewing porn sites in a dispvm. 
 it crashes and then I can't load another dispvm from anywhere afterwards.

What I do is just show internal vms in the qubes manager.   Then i just right 
click and remove the fedora-23-dvm   and recreate another one from dom0 
terminal with  qvm-create-default-dvm fedora23
