I'm not quite sure what you're getting at, but I think it's worded that way intentionally. You're not required to download the updates as soon as they become available. There's a reason the standard procedure is for them to sit in security-testing for a while before they move to the stable repo. Only users who are willing to test the packages should download and install them at this point.
