I am not a developer. Sorry if I get wrong you problem. Are you sure it is not a iommu problem? Did you tested (qubes-hcl-report on dom0 terminal)? Mine has no iommu and is working with PV until next oct-10, when arrives my 990fx chipset motherboard to my old AM3 cpu.
