These settings are also separately configurables with xscreensaver. :-)

On my Debian box (without Qubes) it works as expected, so I suspect a 
Qubes-specific or xfce-specific issue ("bug" of "feature"?).

Replacing xscreensaver could be an option, but I like this old and simple 
program. It does the job without depending on big libs.
