Qubes OS is not an option for them.

What Zrubi said, really. Not a practical solution at this point. If at some point it works better, it seems to me too if the secondary GPU can be blocked from ever seeing dom0 and vice versa, it could be passed through without too large an attack surface increase. Assuming here Qubes/Xen/IOMMU can restrict overly large BARs, but that's any PCIe device.
