In these cases, opening a qube connected to sys-firewall is the
equivalent of a Tails "untrusted browser".
I've found that works in these cases to enable the log in to the
network, and then you can start a Tor connection.
I dont know if this will work in McDs, but it does in Starbucks ;-)
