/etc/TIMEZONE does not seem to be used on the (mostly RedHat) systems I know of.
The TZ variable is well known, and should be set pr. user (by some script when logging in). The TZ describes a user preference/condition/locale and is irrelevant to the system (which should run ntp on UTC on *nix). Btw. RedHat-7.3 used /etc/localtime as a copy of timezone description file found under /usr/share/zoneinfo/, and did not use /etc/TIMEZONE at all. I have not noticed any change to this on any later releases. The timezone info is supposed to be complete back to 1/1-1970, accounting for any local quirks, and might be somewhat complex (due to local politics). Your distributor of your OS should provide the details though the /usr/share/zoneinfo files or similar files.
