Stratum 16 _is_ a valid stratum. It just happens to indicate an unsynchronized state. An ntpd operating at Stratum 1 is synchronized to a local ref-clock. An ntpd operating at Stratum 2 is synchronized to an ntpd operating at Stratum 1. ... An ntpd operating at Stratum 15 is synchronized to an ntpd operating at Stratum 14.
