harlan, Once entering state 4, the only way to leave it is after two steps, after which the discipline is switched to measure frequency directly, as with no frequency file. This is an emergency recovery measure when for some reason the frequency file contains a value more than 128 PPM from the real frequency, which would ordinarily indicate a hardware fault.
