Not in general true. Not all Unix system use the Olson package, e.g. SCO 
OpenServer doesn't.  Microsoft store it the the registry, so need to 
provide incremental updates.  Microsoft cannot provide complex future rules.

Even with Olson, there is a file per timezone in the running system.
