I have two sites that are about 1ms away from each other and each site has a 
pair of GPS based NTP servers.  I have configured a large number of Linux 
servers with the NTP servers at each site.

The Linux servers prefer the NTP servers at the remote site instead of the ones 
from local site.  The round trip time between the Linux servers and the local 
NTP servers is approx 200 microseconds.

Is this the expected and desired behavior?
