There's been no at all progress with this bug report. I don't know either C or the NTP internal architecture well enough to even start to help with this. I saw that others were getting Raspberry Pis - did you see the same problem?

clk_jitter seen via ntpq -c rv is 0.000, and that recorded in the loopstats is 0.000000000. sys_jitter is 0.001907. Any other clues in the full output:
