Yes, the protocol stacks are where in the kernel that the problem most
likely happens.

I'm not so sure that the kernel implements such priorities all the way
through.  We opted for two physically distinct LANs, each with their
own NIC card, plugged into different processors of the enterprise
server class machine that needed the time.
