These are not the worst offsets I've seen; 3 seconds is not unusual.

Restarting the service 'fixes' it for a few minutes, then it all begins to
'diverge' again.

This is not related to whether the RTC runs on UTC or local time.

which describes why (and how) you should upgrade the NTP version, and why (and how) you should use different minpoll/maxpoll values.

Please let us know if my suggestions fix your problem.

Using the default ntp.conf except for "pool uk.pool.ntp.org iburst".

minpoll 6 and maxpoll 6 or maxpoll 7, plus an upgrade of the NTP binaries on your Windows machine.
