Does: ntpq -clpe -clas -crv show associations with cnt greater than 1, or reach of none or no? Starting NTP with -M & -g ? e.g. ntpd.exe -U 3 -M -g With that much jitter, either NTP is not disciplining the PC's frequency, or something else (another service / application) is yanking the clock around. Did you install using Meinberg's installer, or disable w32tm yourself, so w32tm is not trying to discipline the PC. Check in services.msc that Windows Time Service is "disabled".
