Huh? You plainly don't understand the relationships or how standards
work. UTC is defined by the ITU, of which the BIPM is a member, among
others. The ITU then makes the BIPM and IERS responsible for the
practical realization of UTC.
You're citing a internal letter, from one BIPM group to another, asking
them to bring something before the ITU. It's not normative, it's not
informational, it's just correspondence.
