Timekeeping sucks in windows, more so in VMs. What seems to improve things
a bit in kvm/qemu VMs is adding the ffg to the machine definition:

  <clock offset='localtime'>
    <timer name='rtc' tickpolicy='catchup'/>
  </clock>
