Once we had not all clients to local NTP servers connected but synchronised. 
Unfortunately not all public NTP servers have a valid leap-file. During such a 
„step“ several clients lost a connection to a local database server. Probably 
almost all applications don’t care about a leap second but there are some few 
which don’t like it if client and server are different. Since that time NTP 
traffic is prohibited to the internet for all clients. And with RPZ in DNS we 
make sure that all clients have access to local NTP server. 

And it will also be interesting how it will go on in the future. Since 6 years 
there was no leap second and there are discussions to cancel it totally.
