My Roland EXR-7s also doesn't respond to QWS' Local Off message, but Cakewalk Sonar does manage to turn local mode off. I'm guessing there's either a SysEx message for it, or a different controller that isn't too common. I was going to record Sonar's output, but never did, and I no longer have it installed.

Actually, you're not the first person to say that the message doesn't work on their gear. It think it might be a gear problem, not a QWS problem, e.g. it might need to be on a different channel, not sure. Regarding MIDI THRU, QWS has a THRU option, on the MIDI menu, default is on.
