Try the Spatial Task View on CRAN for an overview, and the R-Sig-Geo mailing list for this topic.
What region do you have map data for, or do you also need to obtain that? There is the maps package with global coastlines in longitude / latitude, but it's probably best if you work with wrld_simpl in the maptools package with its more up to date sp format.
