That is not what the message says: the actual error is on the last line. Try 'library(splines)' directly.

I suspect the issue is an encoding issue with mh1823, a package not known to us. In particular, do you have any non-ASCII code in your package?
Check over the advice on portability issues in 'Writing R Extensions'.
