clearly that should be from “my work address ” IP.  I think it is real,  just 
appears to be selective,  such as something is blocking a range of IPs.  I have 
seen this when things like Akamai or Cloudfare or the like are in front of a 
server,  they decide that something should  be blocked.     I can provide 
traceroute  results if that would help.
