There is a problem creating the log file in your home directory.

Some ideas: this might be a permissions issue, you might have 2 instances
trying to access the same log location, or the directory it's trying to
write to may be missing.

Do you have anything unusual about your Windows setup that you know of? Can
you look in your home directory (something like Documents and
Settings/yourwindowsusername) and see if anything looks strange there? Are
there any log files there from blp or blpwrapper?
