There are some graphical GUI design tools for specific toolkits, like GTK+ (glade+GtkBuilder) and Qt (QtDesigner). These are supported by RGtk2 and qtbase, respectively. Nothing for gWidgets as far as I know (although one can integrate at the low-level).
