In that case, how about a modest compromise whereby implementations
are not permitted to provide characters with ordinal values
between #xD800 and #xD8FF, but are allowed to provide ones with
values greater than #x10FFF? For example, Chicken currently allows

That is tempting in some ways but I'll offer reasons to the contrary
in the formal. Again, to be clear, I have no problem with an
implementation that contains such a restriction.
I'm seeing if I can crank out a formal comment that makes
the larger case before tomorrow's deadline (we'll see).
