I'm saying you don't have to separate the registration
process from the vote.  Having two separate processes
doubles the number of deadlines voters have to become
aware of and to meet.  We are told, for example, that
Gerry Sussman registered to vote but "flaked at the
last minute and failed to submit." [1]  There were nine
others who registered but didn't vote [2].  The number
of people who became interested enough to vote after
the registration deadline had passed was probably
greater, but we have no way of knowing that number.

The confirmation email could come after the vote.  That
might delay the announcement of the vote by a few days,
but you'd win that back and a lot more by deleting the
registration period from your schedule.

At the very least, you could accept registrations sent
on the same day as a vote.

The process just doesn't have to be as complicated for
voters as you are making it.  It isn't as though you
have reason to expect widespread election fraud or
malfunctioning voter machines.  Simplifying the process
for voters, even if you think it might complicate the
process a bit for yourselves, would be a win.

Your announcements could emphasize that you encourage
participation by all members of the Scheme community,
not just those who support the language described by
the R6RS.  As things stand now, I fear the prevailing
assumption is that this process is relevant only to the
R6RS subculture.
