This is correct. We were well over the original deadline (i.e. the one set before Kent Dybvig took over) already, and I think we all had a desire to get back to our lives, which we had planned to do much earlier. In contrast, witness R5RS, which took something like 6 years to write up, and, while Richard Kelsey did a magnificent job correcting many of the mistakes that are in R4RS, it still contained some.
