I believe that you can use PERL regexps in the check items.
In that case, you can have in your users file:

#
# DEFAULT user to reject blank CLI
#
DEFAULT Calling-Station-ID=/^$/, Auth-Type="Reject"

I'm not sure if that'll work, but give it a try.
