DupInterval is only effective for identical packets. These packets are
different because the Acct-Delay-Time is different (it is the delta time
between the accounting event and the transmission of the accounting packet).

If the packet is not acked correctly the router will continue to send according
to the parameters it has configured for radius - usually a retransmission timer
and a retry counter. Typical values are 5 retries at 10 second intervals.

This problem is sometimes due to incorrect shared secrets and sometimes the
packet signature. You can turn off signature checking on a per-client basis
with IgnoreAcctSignature.

To say any more I would have to see a copy of your
configuration file (no secrets) and a trace 4 debug showing what Radiator is
doing.
