Yes this is very easy to do with the Connect-Rate check attribute.

You would add a check item like this to your users file for those limited users:

user1   Connect-Rate = 56000, Password ....
        ....

etc....

This will allow these users to connect at speeds up to 56Kbps, but no higher.

If your configuration is more complex you might consider sending me your
configuration file (no secrets) and I'll suggest a better way.
