This looks like an error in the configuration file, probably in an AddToReply or similar.
Without seeing the configuration file it is hard to say for sure.

I upgraded from an older version of Radiator to the latest. After making a couple of simple mods to the config file, it seems Handlers aren't being handled correctly.

These are Realm and Handlers. The dictionary carries those items.

NB: have you included a copy of your configuration file (no secrets),
together with a trace 4 debug showing what is happening?
