Minimal brightness is meant to prevent the display from going too dark.
You seem to have the opposite issue.

How dark minimal brightness goes depends on the light conditions. In a
bright room the slider has no _visual_ effect when going lower than the
light sensor reports. (This is to prevent jumps while using the
slider.)

To test whether the display brightness can go as dark as you would like
it to go try setting manual brightness to the minimum. That is as dark
as the display can go.

You should be able to achieve the same darkness setting minimal
brightness to the minimum. But your room needs to be dark enough for the
display to go to minimal brightness.
