WOL only works over wired network, won't work over wireless (true for
the current generation of WiFi devices).  The reason is obvious. 
Wireless device need to be connected to the network to receive the
packets.  When the wireless receiver is off, it is not connected to the
network at all (unlike wired network).  How does it receive the packet
for wake up?  If it can receive the packet, it is not off, it does not
need WOL.
