So this means in the land of UE requiring the URL to the cloud for playing local music, that if you give no consent, you don't get to play your local music. Now the question is... Is this consent "opt in" or "opt out"? Seems like the EU is moving to "opt in" in the land of Facebook (it seems like the EU has more respect for personal privacy than the US!). If this point gets pressed there could be a good reason to not require the URL/cloud approach to play your local music.
