This is probably the easiest solution: use a phone as a hotpot WiFi/3G(4G). With 2 hours per day @ 128Kbits/s it should be 3.5GB per month which I think is reasonnably priced in France. You could also use such device http://www.netgear.com/home/products/networking/wifi-routers/PR2000.aspx that extends WiFi connection but (and that's just a guess) is probably also capable of doing the "web page accepting" thing, as it is seems to be made for travel use in repeating mode There is another solution but that may include spoofing temporarly the Radio MAC address to get it authorized - pretty techie (if it works).
