mmd-osm left a comment (openstreetmap/openstreetmap-website#6719)
The former maintainer left the project about 8 years ago. We had very little
overlap, so really no idea. I suppose the goal was to have a more complete API
implementation. The data volume in this case is so small that I don't expect
any significant difference (like we've seen with the other endpoints, that are
easily two orders of magnitude faster despite all the recent Ruby improvements).
cgimap can't control which implementation is active. That's an operations task
and part of the Apache rewrite rules.
