Remember that whatever visual components you're talking about here are actually happening in the browser. There's nothing coming from Rails itself. Rails will merely render HTML through helpers or what have you, which is what you can see in the browser.
Sounds like you're looking for is something like Dreamweaver, with Rails integration. I wouldn't be surprised if there was already a way to get that going.
