The conversion should be done by the application/driver. I don't know the
Linux print system, so I cannot say whether it should be converted by
Digikam or the printer driver.

This is unfortunate for you, since you should for optimal results be able to
send files in a wider color gamut to your printer (like Adobe RGB or
Prophoto). That is a bigger issue than whether the image is 16 or 8 bit. I
honestly do will have a hard time believing you can spot the difference
between 8 and 16 bit on print.

No, there are alot of programs that doesn't read the ICC profiles, so to be
100% sure, send them an 8 bit sRGB file. If you are sending it to
professionals you can be pretty sure they have a proper color managed
process.
