Just allow that:
TEMP=C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp
TMP=C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp

Where ADMINI~1 in each line will be replaced by the name of the current user for the 
session...
