Jim, Check the file attributes on the 4 RB* files. I'll bet one or more are read-only. Uncheck the read-only properties and try again.

I get an error "resources not available". I have had this happen before when I have crashed while in a table. We are in a multiuser mode and I believe what has happened is RBASE 'sees' this table as being used so it will not allow me to reload the database. When this has happened before, the database seems to get 'reset' somehow during the night. I have had all users got out of RBASE, but that has not worked. I have restarted my computer hoping something will reset but that has not worked. I have tried changing to a single user mode, but it 'sees' another user on (even though everyone is out) so I can't connect that way.
