I have had all users got out of RBASE, but that has not worked. I have
restarted my computer hoping something will reset but that has not
worked.

When you connect to R:Base in single-user mode -- or even as the sole user in 
multi-user mode -- R:Base should clear those resource issues for you.

If that's not happening, it's possible that a hidden R:Base session or some 
rebooted machine somewhere still holds a lock on the database files.  To cure 
this you can go to the file server and use the console to find and clear the 
locks on the files in question.  Or simply reboot the file server if that's 
feasible.
