I found the issue in regards to a picture not displaying in the variable web browser. I added the PC where the folder containing the HTM files were to the trusted Local Intranet sites and all is now well.
An IE quirk for sure, in that the variable web browser displayed the requested htm file, but not the picture that was embedded in it.
