Perhaps the absolute best DOS/Windows CMD experts I can think of are the developers at JP Software, who have been tweaking and extending DOS since the way early days. If you've ever heard or used 4DOS, 4NT or TakeCommand32, you know it. If these guys don't have an answer, nobody outside of Redmond does. Worth a call, and while you're at it, check out their scripting software.
