However, I don't we're talking about the same thing. I'm talking about the 
RBEDIT command run from 9.0, not the seperate product R:Base Editor 9.0.

2. Type RBEDIT

>From there, under SETTINGS, there is no option "Edit Syntax Schemes".

Under Settings / R:BASE Editor, I don't see the option that was there under 7.6 
to enter file extensions.

Or have I misunderstood you?
