Sounds like a perfect candidate for an R:BASE eXtreme 9.5 custom Plugin to
send and receive secure data using Security Assertion Markup Language (SAML)
session.
Parsing and/or creating an XML file has already been perfected for many
R:BASE eXtreme 9.5 (64) applications, currently in production for many of
our government clients.

Remember, you can implement anything you can imagine, using R:BASE
eXtreme 9.5, Oterro 9.5, Custom Plugins, and/or any web interfaces,
using Apache, PHP, and Node.js.
