It does not matter how you connect to the internet as long as you get a 
static ip address, you can set up a web server.  The speed of your 
connection will effect performance.  In theory you could set up a web server 
on a dial up account if you had to.  It would be slow and problematic, 
because dial up accounts don't have static ip addresses.
