Win2k/Mouse

We have a problem where the mouse pointer gets "locked in a box" when
switching from an Rbase(6.5 DOS) window to the Windows Desktop.  The mouse
will only be usable in a 4"x4" box on the screen; with no relevance to what
window is underneath it.

I've performed the actions listed in Microsoft's KB article Q260209 with no
positive results.  This problem does not happen on Win 95/98.  Any ideas?
