Not in my installation.   If I save a file as CSV it has
no quotes as the default, could find nothing in the _really_
helpful MS Excel help.

I omitted to mention that I am testing this with a very vanilla
6 line file that was hand crafted to contain no anomalies (like
embedded quotes).
