After having spent one hour or so ... I found this workarround that  works
in RBW 1.851xRT03 :

SET VAR vspaces = (SFIL(CHAR(0),80))
-- start line to clear; assumes vlpp is lines per page
SET VAR vstart = 40
WRITE .vspaces AT .vstart,1
WHILE (vstart < .vlpp) THEN
   SET VAR vstart = (.vstart + 1)
   WRITE .vspaces AT .vstart,1
ENDWHILE

As CHAR(0) is a non printable char. (so it prints spaces) ....
