ZIP can be used to start another program either in the R:base window or in 
it's own window.  For example I like to use the file viewer that is named 
list.com.  To view a file I do R>zip list.com myfile.txt.  For this to work 
list.com has to be on my path or in the current directory.

Now the Launch command (only works in the windows version of R:base) can be 
used to access a file using whatever program is associated with that file 
type, so R>LAUNCH MYFILE.TXT will go out and look in the registery to see 
what program is associated with the TXT file extension, and will start that 
program (in this case probably Notepad) to view the file.

Ok, so why would want to use LAUNCH over ZIP, the reason is say you wanted 
view a PDF file.  Using ZIP you will need to either have Acrobat on your 
path or need to know the full path for Acrobat on the machine.  The problem 
is that depending on the machine and version of Acrobat, the path may be 
different.  If you do LAUNCH myfile.pdf, you don't need to woory about what 
version or where Acrobat is.

Again Launch only works in R:base for Windows.  You can use explorer.exe in 
the DOS version to kind of simulate the LAUNCH command
